Minutes of the Swanville City Council meeting held in the Swanville Center on Tuesday, March 3, 2015. The meeting called to order 7:00 p.m. with the following members present: Sandy Peterson, Jay Bartkowicz, Jim Molitor, Norm Carlson and Tony Maciej.
Also present: Mark Hallen and Lonny Hutchins.
Minutes of the Swanville City Council meeting held Tuesday, February 3, 2015 were read. A motion was made by Jay Bartkowicz to approve the minutes as read. Jim Molitor seconded the motion. All members voted in favor, motion carried.
The treasures report was given. A motion was made by Jim Molitor and seconded by Tony Maciej to approve the treasurer’s report. All members voted in favor, motion carried.
There was discussion about the City purchasing a new mower. After discussion, Tony Maciej made a motion to have council member Molitor purchase a new mower after receiving bids and the best offer for city owned mower and not to spend more than $10,000.00 on a new mower. Jay Bartkowicz seconded the motion. All members voted in favor, motion carried.
The Local Board of Equalization will meet on Monday, April 13, 2015 at 1:00 pm in the Swanville Center. Jim Molitor, Tony Maciej and Norm Carlson stated they would be present for this meeting
The amendment and map for the Planning & Zoning Ordinance was again discussed. Jay Bartkowicz made a motion to adopt the changes and the new map. Jim Molitor seconded the motion. All members voted in favor, motion carried.
The Astech proposal for street sweeping was presented to the council. After discussion Jim Molitor made a motion to sign the agreement with Astech to do the city street sweeping. Norm Carlson seconded the motion. All members voted in favor, motion carried.
Mayor Peterson presented the 2015 budget. After discussion Jay Bartkowicz made a motion to accept the 2015 budget. Tony Maciej seconded the motion. All members voted in favor, motion carried.
Water and sewer rates were discussed. With the rising costs to treat water and sewage, council felt rates would have to be raised. Jim Molitor made a motion to raise the base rate for water to $16.00 and $3.80 per thousand gallons and base rate for sewer $14.00 and $6.00 per thousand gallons. Norm Carlson seconded the motion. The new rates will start May 26, 2015.
The Mayor informed the council there will be a Fire Department and First Response stipend program from the State of MN that will run through the city’s account and be distributed to each member of these departments.
Council discussed cars being parked and not moved on city streets. In the city ordinance it states no cars can be parked longer than 24 hours. It was decided to table.
The following claims were presented for payment. Members of the council were furnished with a listing. Jim Molitor made a motion to approve the claims. Jay Bartkowicz seconded the motion. All members voted in favor, motion carried.
The next monthly meeting will be held April 7, 2015 at 7:00 pm.
There being no further business, a motion was made by Mayor Peterson and seconded by Tony Maciej to adjourn. All members voted in favor, motion carried. Meeting adjourned 8:15 pm.
