Minutes of the Swanville City Council meeting held in the Swanville Center on Tuesday, March 8, 2022. The meeting called to order 7:00 p.m. with the following members present: Sandy Lange, John Dragseth, Norm Carlson, Jim Molitor and Tony Maciej. Also present: Erika Bjelland and a voice recorder was present for reporter Terry Lehrke.
Minutes of the Swanville City Council meeting Tuesday, February 8, 2022 was reviewed. A motion was made by Jim Molitor to approve the minutes. John Dragseth seconded the motion. All members voted in favor, motion carried.
The treasures report was given. A motion was made by Jim Molitor and seconded by John Dragseth to approve the treasurer’s report. All members voted in favor, motion carried.
Erika Bjelland, a representative from Region Five Development Commission, was present to go over the Energy and Environment Plan for the city. After Bjelland’s presentation of the E & E Plan and questions were answered, Norm Carlson made a motion to accept Resolution #22-0308 stating the City of Swanville is accepting the E & E Plan. John Dragseth seconded the motion. All members voted in favor. Motion carried.
Mayor Lange discussed with council the North Berkey 1st Addition Covenant. Council found the covenant satisfactory. The mayor will send the covenant onto the city attorney for approval.
Mayor Lange reported the City Museum is moving along. Walls are painted, electrical work is completed and the show cases are in the process of being made.
Mayor Lange informed the council she did a testimony with the House of Representatives Capital Investment Committee, seeking additional assistance to mitigate the long-term debt of the Water System Improvements. Representative Ron Kresha has introduced bill H.F. 2884 to the MN Legislature for the City of Swanville Water System Improvements also.
Mayor Lange introduced the Redistricting Resolution #22-0308B establishing Precincts and Polling Places in Morrison and Todd County. Because of mail-in ballets in the city, the County Auditor office in Morrison and Todd County is designated as the polling places. Norm Carlson made a motion to accept resolution #22-0308B. John Dragseth seconded the motion. all members voted in favor, motion carried.
Morrison County 2022 recycling and cleanup day grant was presented to council. Norm Carlson made a motion to sign the grants. Tony Maciej seconded the motion. All members voted in favor, motion carried. Clean-up day in the City of Swanville is set for Saturday, May 7, 9-11am. Dumpsters will again be located by the city park. Prices will be the same as last year for white goods and electronics. Posters will be posted around the city.
The Board of Equalization will meet April 26, 2022 at 10:00 am.
Representative Ron Kresha will be in the Swanville Center Tuesday, April 5 from 1-3. Residents are asked to be present to show support for the bill that Kresha introduced to legislature for the additional assistance water system improvements debt.
The following claims were presented for payment. Members of the council were furnished with a listing. Jim Molitor made a motion to approve the claims. John Dragseth seconded the motion. All members voted in favor, motion carried.
The next regular monthly meeting will be held Tuesday, April 5, 2022 at 7:00 pm in the Swanville Center.
There being no further business, a motion was made by Tony Maciej and seconded by John Dragseth to adjourn. All members voted in favor, motion carried. Meeting adjourned 8:25 pm.
