Minutes of the Swanville City Council meeting held in the Swanville Center on Tuesday, May 2, 2017. The meeting called to order 7:00 p.m. with the following members present: Sandy Lange, Deb Wood, Jim Molitor, Norm Carlson and Tony Maciej Also present: Mark Hallen, and Lonny Hutchins.
Minutes of the Swanville City Council meeting held Tuesday, April 4, 2017 were reviewed. A motion was made by Deb Wood to approve the minutes as printed. Norm Carlson seconded the motion. All members voted in favor, motion carried.
The treasures report was given. A motion was made by Jim Molitor and seconded by Deb Wood to approve the treasurer’s report. All members voted in favor, motion carried.
Mayor Lange presented to council resolution #17-0502 authorizing the sale of Lot 1, Block 2 North Berkey Avenue real property to Tim & Linda Dally. After discussion, Jim Molitor made a motion to accept resolution #17-0502 to sell Lot 1, Block 2 North Berkey Avenue to Tim and Linda Dally. Tony Maciej seconded the motion. All members voted in favor, motion carried. Papers will be signed
Mark Hallen, city engineer, was present to go over the bids that were received for the North Berkey Avenue improvements project. There were eight bids received. Hallen, stated all bids received were recalculated for accuracy. The lowest bid received in the amount of $199,267.27 was from Breitbach Construction. After discussion, Tony Maciej made a motion to award the bid to Breitbach Construction. Jim Molitor seconded the motion. All members voted in favor, motion carried. Hallen stated a letter will be sent to the awarded company and all the other companies to let them know the results and thank them for their efforts and interests. MPCA permit application will be filled out and will be sent in.
The purchase amount and agreement/covenants for the six residential lots on North Berkey Avenue was revisited by council. Council decided to sell a lot for $2000.00. This cost would include water and sewer hookup and water meter. The agreement will include a home must be built in one year from date of purchase and a declaration of covenants will be followed. Mayor Lange will confirm with the city attorney on the declaration of the agreement/covenants.
Resolution #17-0502b was presented to council for approval of a $200.00 donation from the Swanville Women’s Civic Club to be used toward the purchase of flowers on main street. Tony Maciej made a motion to accept the donation. Norm Carlson seconded the motion. All members voted in favor and thanked the Women’s Civic Club for their donation.
Reminder City Wide Cleanup day is Saturday, May 6. All council members are asked to be present.
Land use permits were presented for approval. Bill Johnson, 509 DeGraff, would like to add a cement apron in front of garage, 11’x11’ cement patio and 3’x8’ sidewalk. Norm Carlson made a motion to approve Johnson’s permit. Deb Wood seconded the motion. Tony Maciej, 215 DeGraff, would like to add a privacy 18’ long, 18’x18’cement patio. Jim Molitor made a motion to approve Maciej’s permit. Norm Carlson seconded the motion. John Hoogenhaus, 21 Forest Hill Drive, would like to add a 60’ retaining wall. Deb Wood made a motion to approve Hoogenhaus permit. Norm Carlson seconded the motion. All members of council voted in favor of the permits. Tony Maciej abstained. Motion carried.
The following claims were presented for payment. Members of the council were furnished with a listing. Jim Molitor made a motion to approve the claims. Tony Maciej seconded the motion. All members voted in favor, motion carried.
The next regular monthly meeting will be held Tuesday, June 6, 2017 at 7:00 p.m.
There being no further business, a motion was made by Jim Molitor and seconded by Tony Maciej to adjourn. All members voted in favor, motion carried. Meeting adjourned 9:30 p.m.
