Minutes of the Swanville City Council meeting held in the Swanville Center on Tuesday, May 4, 2021. The meeting called to order 7:00 p.m. with the following members present: John Dragseth, Norm Carlson, Sandy Lange, Tony Maciej and Jim Molitor. Also present: Amy VanKeuren and reporter Tyler Ohmann.
Minutes of the Swanville City Council meeting Tuesday, April 6, 2021 was reviewed. A motion was made by Tony Maciej to approve the minutes. John Dragseth seconded the motion. All members voted in favor, motion carried.
The treasures report was given. A motion was made by Norm Carlson and seconded by John Dragseth to approve the treasurer’s report. All members voted in favor, motion carried.
Amy Van Keuren, Swanville/Upsala Senior Housing Director for Horizon Health was present to explain the different areas for Horizon Health. Amy also stated she has applied for a grant to add a possible lift and a community room onto the Swanville Apartment Building. Mayor Lange said there is $25,000.00 in DEEDS money the City could loan for this project. Amy will get back to the council on the DEEDS money loan.
Randy Drayna would like a land use permit to add a driveway and with a culvert on his property. Norm Carlson made a motion to give Drayna the land use permit. Jim Molitor seconded the motion. All members voted in favor, motion carried. Drayna has also been working with the DNR on putting in a wildlife pond on his land in Forrest Hill Lane. As long as Drayna follows the DNR requirements council was good with the project.
John Hoogenhaus would like a land use permit to ad onto his existing garage a 26’x25’ addition to the south. City maintenance man Lonny has measured the addition dimension for all the set backs and they are in compliance with the boundaries. Tony Maciej made a motion to give Hoogenhaus the 26’x25’ addition land use permit. Jim Molitor seconded the motion. All members voted in favor, motion carried.
Clif Allen, City Engineer with Moore Engineering, would like to have a public hearing at 6:45 pm on June 8, 2021 before the regular monthly city council meeting. This meeting is a required hearing to inform the public of the water improvements and the loan that will be applied for from Rural Water Development. The meeting is so set.
The residential parking ordinance within the city limits was discussed and will revisited next month at the council meeting.
An air exchanger was discussed for the Swanville Center. It was decided to have one installed if it can be done for under $2500.00 and be installed by the carnival.
Mayor Lange presented resolution #21-0504, accepting the donation of $8000.00 from the Swanville Lions Club to the Water Trail Improvements. Jim Molitor made a motion to approve resolution #21-0504. Tony Maciej seconded the motion. All members voted in favor, motion carried.
The Clean-up Day in Swanville is set for Saturday, May 15 from 9am-11am. The event will take place in front of the city park.
The following claims were presented for payment. Members of the council were furnished with a listing. John Dragseth made a motion to approve the claims. Jim Molitor seconded the motion. All members voted in favor, motion carried.
The next regular monthly meeting will be held Tuesday, June 8, 2021 with the Public Hearing taking place at 6:45 pm.
There being no further business, a motion was made by Tony Maciej and seconded by John Dragseth to adjourn. All members voted in favor, motion carried. Meeting adjourned 8:25 pm.
