Swanville City

Minutes of the Swanville City Council meeting held in the Swanville Senior Center on Tuesday, June 5, 2012. The meeting was called to order at 7:30p.m.with the following members present: Sandy Peterson, AJ Johnson, and Tim Grittner. Absent: Jim Molitor, Jim Piekarski. Also present: Becky Galligan, Bryan Allen, Gene Harthan and Brian Zapzalka.
Minutes of the Swanville City Council meeting held May 8, 2012 were read. AJ Johnson made a motion to accept the minutes as read. Tim Grittner seconded the motion. All members voted in favor, motion carried.
The treasures report was given. A motion was made by Tim Grittner and seconded by AJ Johnson to approve the treasurer’s report. All members voted in favor, motion carried.
Gene Harthan, representing Swanville Public School, was present to ask if the softball field and the newly purchased land adjacent to the field could be annexed into the city. After discussion, AJ Johnson made a motion to start the process to annex the land into the City of Swanville. Tim Grittner seconded the motion. All members voted in favor, motion carried. The Mayor will get in contact with the City Attorney to see what steps will have to be done.
Becky Galligan was present to see if the city would be interested in selling lot 30 on Forest Hill Lane to her brother so he could build a road to the adjoining land. After discussion and questions were answered, it was decided to a write letter to land owners on Forest Hill Lane to get their input before selling this lot. There was discussion also, if the land should be annexed into the city. This issue will be on next month’s agenda.
Bryan Allen, from Red’s Irish Pub, was present to ask permission to have an outside band for the Loven benefit on June 16. The music would be under one of the tents and last from 9:00 p.m. to 1:30 a.m. Tim Grittner made a motion to allow Red’s to have an outside band for the benefit. AJ Johnson seconded the motion. All members voted in favor, motion carried.
Rotomolding would like to put up two 4’x8’ signs on the business property. Swanville P & Z stated the signs must be within the states code because the land is next to a state highway. Tim Grittner made a motion to give Rotomolding permission to put up the sign as long as it is within the states conditions. AJ Johnson seconded the motion. All members voted in favor, motion carried.
Swanville Lions are asking for a 3 day 3/2 license for the Swanville Carnival, July 6, 7 & 8. Tim Grittner made a motion to give the 3/2 license to the Lions. AJ Johnson seconded the motion. All members voted in favor, motion carried.
Donation resolution # 12-0605A was received from an anonymous donor in the amount of $5650.00 to be used for shelves in the library. AJ Johnson made a motion to accept the donation. Tim Grittner seconded the motion. All members voted in favor, motion carried.
Bids for the repair of the water tower were looked at. Tim Grittner made a motion to accept the bid from Central Tank Coating in the amount of $9,700.00. AJ Johnson seconded the motion. All members voted in favor, motion carried. Alarms for the tower will not be installed, but the switches will be replaced.
The Mayor stated that at the last Swanville Lions Meeting the park building was dedicated to Ray Loven who is the longest Lions Member to date.
The park building is in need of two new doors. It was decided to have Mike Piekarski Construction replace these doors in the amount of $1653.76. The doors will be replaced soon.
It was noted that there has been people taking black dirt from the city’s compost pile and using it outside the city limits. It was decided to have a sign made and put up by the compost fence stating the black dirt needs to be used within the city limits only.
Donation resolution # 12-0605B was received from the Swanville Women’s Civic Club in the amount of $100.00 to be used for flowers. AJ Johnson made a motion to accept the donation. Tim Grittner seconded the motion. All members voted in favor, motion carried.
Mark Hallen, city engineer, stated that the he should be hearing from the PFA in August sometime about the Rhoda Avenue water project.
The following claims were presented for payment. Members of the Council were furnished with a listing. AJ Johnson made a motion to approve the claims. Tim Grittner seconded the motion. All members voted in favor, motion carried.
The next monthly meeting will be held July 3, 2012, at 7:30 p.m.
There being no further business, a motion was made by Tim Grittner and seconded by AJ Johnson to adjourn. All members voted in favor, motion carried. Meeting adjourned 9:15 p.m.
