Minutes of the Swanville City Council meeting held in the Swanville Center on Wednesday, November 3, 2021. The meeting called to order 7:00 p.m. with the following members present: Sandy Lange, John Dragseth, Norm Carlson, and Jim Molitor. Absent: Tony Maciej. Also present: Clif Allen, Tyrel Clark, Mike Meagher, Ryan and Bert Hollermann, Gary Loxterkamp, Steve Thieschafer, and reporter Sheila Bergren.
Minutes of the Swanville City Council meeting Tuesday, October 5, 2021 was reviewed. A motion was made by Norm Carlson to approve the minutes. John Dragseth seconded the motion. All members voted in favor, motion carried.
The treasures report was given. A motion was made by Jim Molitor and seconded by John Dragseth to approve the treasurer’s report. All members voted in favor, motion carried.
Mike Meagher and others were present to see if the council would approve a snowmobile drag race in the Industrial Park. This event would draw a lot of interested people to Swanville. There was discussion and questions answered. Council was in favor, but decided to table for now to see where the new water wells will be placed and to gather more information.
Clif Allen, city engineer, was present along with Tyrel Clark, to go over Amendment #1 to Task Order #4. This order states Moore Engineering will contract a licensed well driller to do well test holes for a potential new well location for the estimated cost of $8,155. The order also directs Moore to contract with a geotechnical engineer to do an exploration on the site of the proposed water storage site. After discussion, Jim Molitor made a motion to approve Task order #4. Norm Carlson seconded the motion. All members voted in favor, motion carried. Then Allen presented to council the renewal of the master service agreement 3 year contract with Moore Engineering. After discussion, John Dragseth made a motion to approve the 3 year contract with Moore Engineering. Jim Molitor seconded the motion. All members voted in favor, motion carried.
The First Addition to North Berkey Avenue contract to hold a lot for interested land holders was looked over. Jim Molitor made a motion to approve the contract for the First Addition to North Berkey Avenue. Norm Carlson seconded the motion. All members voted in favor, motion carried.
The 2022 proposed budget was looked at and discussed. Jim Molitor made a motion to approve the proposed budget. Norm Carlson seconded the motion. All members voted in favor, motion carried.
All council members received a copy of City Code Article 4 on Finance. All members were in favor, to leave all as is.
Delinquent utility bills for residents of the city were looked at. Any utility bills over 90 days will have a letter sent to the land owner explaining they will have until November 24, 2021 to pay and after that date the overdue amount will be applied to their property taxes in 2022.
The DEED/Central MN Housing loans for Swanville residents showed many interested home and business owners. There will be more of an update probably after the new year.
Norm Carlson reported that there is interest in learning/refreshing about the AED in the Center. Mayor Lange will talk with the Swanville First Responders and possibly have a class sometime in the new year.
The following claims were presented for payment. Members of the council were furnished with a listing. Norm Carlson made a motion to approve the claims. Jim Molitor seconded the motion. All members voted in favor, motion carried.
The next regular monthly meeting will be held Tuesday, December 6, 2021 at 7:00 pm in the Swanville Center.
There being no further business, a motion was made by Mayor Lange and seconded by Jim Molitor to adjourn. All members voted in favor, motion carried. Meeting adjourned 8:50 pm.
