PUBLIC HEARING
Mayor Lange called the Public Hearing to order at 6:45 p.m. Council members present: Mayor Lange, Deb Woods, Norm Carlson, Jim Molitor and Tony Maciej. The purpose of the hearing is hear public input on the replotting and rezoning to residential of the North Berkey 2nd Addition, part of the Industrial Park. Council discussed rezoning and the lift station that will have to be put in for the lots. No residents were present for the hearing. Deb Wood made a motion to close the Public Hearing, Jim Molitor seconded the motion. All members voted in favor, motion carried.
CITY COUNCIL MEETING
Minutes of the Swanville City Council meeting held in the Swanville Center on Wednesday, November 6, 2019. The meeting called to order 7:00 p.m. with the following members present: Sandy Lange, Deb Wood, Norm Carlson, Tony Maciej, and Jim Molitor. Also present: Clif Allen, Heather Brill, Andrew & Elly Tepley, Bryan Allen, and reporter Sheila McCoy.
Minutes of the Swanville City Council meeting Monday, October 7, 2019 were reviewed. A motion was made by Deb Wood to approve the minutes. Tony Maciej seconded the motion. All members voted in favor; motion carried.
The treasures report was given. A motion was made by Tony Maciej and seconded by Jim Molitor to approve the treasurer’s report. All members voted in favor; motion carried.
Bryan Allen was present to talk with the council about the land he has purchased at the end of West Fourth Street which is out of the city limits. He presented to council about the possibility of annexing the land into the city and to have the 40 acres of land sectioned off into 8 to 10 lots. The lots would possibly have city water and sewer with paved roads in future plans. It was decided that Allen talk with the city engineer about the feasibility of city water and sewer going to these lots. After discussion, it was decided this issue will be talked about at a later date.
City engineer, Clif Allen with Moore Engineering, was present to discuss with council the North Berkey 2nd Addition. Council decided that Allen prepare an estimate of the cost to install city water and sewer, road with curb and gutter, and a lift station in the North Berkey 2nd Addition.
Mayor Lange presented to council the preliminary plat of North Berkey 2nd Addition. Tony Maciej made a motion to accept the plat of North Berkey 2nd Addition. Deb Wood seconded the motion. All members voted in favor, motion carried. Jim Molitor made a motion to rezone North Berkey 2nd Addition from industrial to high residential. Norm Carlson seconded the motion. All members voted in favor, motion carried. The city clerk will inform Festler Surveying to proceed with the recording of the new plat. A covenant to the land will follow.
Mayor Lange presented to council Resolution #19-1106A authorizing the sale of Lot 2 Block 1 of North Berkey Avenue addition to Habitat for Humanity. Jim Molitor made a motion to accept Resolution #19-1106A authorizing the sale to Habitat for Humanity, Lot 2, Block 1. Norm Carlson seconded the motion. All members voted in favor, motion carried.
Mayor Lange presented to council a land use permit for Habitat for Humanity to build a 78’x24’ single family dwelling home with garage in the North Berkey Addition. Planning and Zoning has looked over the application and approved. Mayor Lange made a motion to approve the land use permit for Habitat for Humanity home. Deb Wood seconded the motion. All members voted in favor, motion carried.
Resolution #19-1106B was presented to council designating Morrison County and Todd County Courthouses as polling places for the City of Swanville, because of having mail-in ballots. Mayor Lange made a motion to accept Resolution #19-1106B designating Morrison and Todd County Courthouses as the City of Swanville’s polling places. Deb Wood seconded the motion. All members voted in favor, motion carried.
It was discussed by council installing street lights on North Berkey Avenue. Council will look for three used street light and will check with Minnesota Power to see if they can install a street light by the cul-de-sac yet this year.
A snowplowing helper is needed for the maintenance worker. Norm Carlson made a motion for maintenance worker Lonny to find a helper for snowplowing. Jim Molitor seconded the motion. All members voted in favor, motion carried.
Three delinquent refuse/recycling accounts and one delinquent TIF creation fee was presented to the council. Council was in agreement to send letters to these land owners and if not paid in full by November 26, 2019 the delinquent amounts will be added to their property taxes payable in 2020.
Council member Maciej proposed raising land use permit fees. After discussion, it was decided to table until council looks around at other city’s permit fees charged.
The following claims were presented for payment. Members of the council were furnished with a listing. Jim Molitor made a motion to approve the claims. Tony Maciej seconded the motion. All members voted in favor, motion carried.
The next regular monthly meeting will be held Tuesday, December 3, 2019, 7:00 p.m.
There being no further business, a motion was made by Tony Maciej and seconded by Deb Wood to adjourn. All members voted in favor, motion carried. Meeting adjourned 8:20 p.m.
