Minutes of the Swanville City Council meeting held in the Swanville Center on Monday, October 7, 2019. The meeting called to order 4:30 p.m. with the following members present: Sandy Lange, Deb Wood, Norm Carlson, and Tony Maciej. Absent: Jim Molitor. Also present: reporter Sheila McCoy.
Minutes of the Swanville City Council meeting Tuesday, September 3, 2019 were reviewed. A motion was made by Norm Carlson to approve the minutes. Deb Wood seconded the motion. All members voted in favor; motion carried.
The treasures report was given. A motion was made by Tony Maciej and seconded by Deb Wood to approve the treasurer’s report. All members voted in favor; motion carried.
Mayor Lange presented to the council the new surveyed lot maps of the land to the north of the North Berkey Avenue Addition. On this new map there is a road going to Hwy 28 and a lot for a possible lift station, which the city engineer will look at to see if needed to supply sanitary sewer to the new lots. Rezoning from industrial to residential will have to be done. Council decided to have a Public Hearing before the next council meeting which will be held Wednesday, November 6 at 6:45 p.m.
Council member Maciej suggested putting a public notice sign box on the front of the Swanville Center. Council was in agreement to have one installed to the building. Council member Carlson has one and will have Maciej give the approval and then have it installed.
Council member Maciej presented to council having winter no parking signs made and put up stating: No Parking October 15 through April 1 from 2:00 a.m. to 6:00 a.m. Violators will be towed. The signs will be posted on DeGraff Avenue from First Street to Fourth Street and from Fourth Street to Hwy 28. This will make it easier to clear the roads when snow plowing. Mayor Lange made a motion to have the signs printed and put up. Deb Wood seconded the motion. All members voted in favor, motion carried.
A land use application permit submitted by Randy Drayna to add a 10’x 20’ greenhouse to the north of an existing shed, was looked at and discussed. P & Z has looked at the application and approved this application. Deb Wood made a motion to approve Drayna’s application. Norm Carlson seconded the motion.Council member Maciej made a motion to have signs made and hung up under the Swanville signs stating: building permits required. Norm Carlson seconded the motion. All members voted in favor, motion carried.
The following claims were presented for payment. Members of the council were furnished with a listing. Tony Maciej made a motion to approve the claims. Deb Wood seconded the motion. All members voted in favor, motion carried.
The next regular monthly meeting will be held Wednesday, November 6, 2019, Public Hearing at 6:45 p.m. with council meeting to follow. The clerk will publish the new date and time of the meeting for November.
There being no further business, a motion was made by Norm Carlson and seconded by Tony Maciej to adjourn. All members voted in favor, motion carried. Meeting adjourned 5:30 p.m.
