Minutes of the Swanville City Council meeting held in the Swanville Center on Tuesday, September 3, 2019. The meeting called to order 7:00 p.m. with the following members present: Sandy Lange, Deb Wood, Jim Molitor, Norm Carlson, and Tony Maciej. Also present: Heather Brill and Caroline Wadman, and reporter Sheila McCoy.
Minutes of the Swanville City Council meeting Tuesday, August 6, 2019 were reviewed. A motion was made by Deb Wood to approve the minutes. Norm Carlson seconded the motion. All members voted in favor; motion carried.
The treasures report was given. A motion was made by Tony Maciej and seconded by Jim Molitor to approve the treasurer’s report. All members voted in favor; motion carried.
Heather Brill and Caroline Wadman, from Habitat for Humanity, was present to discuss with council the plans to build a habitat home in the City of Swanville in the North Berkey Avenue Addition. The council is in favor of the project and will keep in contact with the people from the Habitat organization on the progress of the project.
Mayor Lange reported on the progress of the surveying of the land to the north of the North Berkey Avenue Addition. The map of the surveyed lots was looked at. Council was in agreement the map looked good and should be recorded as is.
Charles and Peggy Parins decided to not purchase lot 3, block 2 in the North Berkey Addition. Mayor Lange made a motion to rescind resolution #19-0806A authorizing the sell of the lot to the Parins and refund the $500.00 down payment money. Deb Wood seconded the motion. All members voted in favor, motion carried.
Con Natvig applied for a land use permit to put in new cement steps and a 3’x7’ cement pad by his home.
P & Z committee has approved this permit. Jim Molitor made a motion to approve the land use permit for Natvig. Norm Carlson seconded the motion. All members voted in favor, motion carried.
The preliminary levy for 2020 was discussed. After discussion, Mayor Lange made a motion to raise the preliminary levy for 2020 $10,000.00. Jim Molitor seconded the motion. All members voted in favor, motion carried. The final levy will be set in December.
Water and sewer rates were looked at and discussed. After discussion, Tony Maciej made a motion to raise rates for water and sewer 3% starting October 1, 2019. Norm Carlson seconded the motion. All members voted in favor, motion carried. The new water base rate is $18.29 + $5.36 per thousand gallons, sewer base rate is $16.23+$6.39 per thousand gallons. Tony Maciej made a motion to add a $2.00 per month meter fee and to charge a large water rate fee of $5.36 per thousand gallons+the base rate for those using large amounts of water from fire hydrants. Jim Molitor seconded the motion. All members voted in favor, motion carried. The monthly meter fee is to help defray the costs of new drive by meters which will be more accurate with water usage.
The city maintenance helper cleaner will be having knee surgery at the end of October, while recovering Julie Hollermann asked if it would be alright if she cleans the Swanville Center and the Swanville Community Center. Council was in agreement.
The Swanville Rural Fire Association set the yearly budget at $55,000.00 with the city assessment portion at $4393.52. Jim Molitor made a motion to pay the assessment amount to the Fire Association. Deb Wood seconded the motion, motion carried.
It was reported to the council of a resident throwing a mattress and other garbage in the dumpster at the city park without permission. The clerk will send a letter to the resident with a fee of $75.00 to be paid to the city.
The following claims were presented for payment. Members of the council were furnished with a listing. Tony Maciej made a motion to approve the claims. Deb Wood seconded the motion. All members voted in favor, motion carried.
The next regular monthly meeting will be held Monday, October 7, 2019 at 4:30 p.m. The clerk will publish the new date and time of the meeting for October.
There being no further business, a motion was made by Tony Maciej and seconded by Mayor Lange to adjourn. All members voted in favor, motion carried. Meeting adjourned 8:25 p.m.
