Minutes of the Swanville City Council meeting held in the Swanville Center on Tuesday, September 4, 2018. The meeting called to order 7:00 p.m. with the following members present: Sandy Lange, Norm Carlson, Deb Wood, Tony Maciej, and Jim Molitor. Also present: Dean Mielke, Lonny Hutchins.
Minutes of the Swanville City Council meeting held Tuesday, August 7, 2018 were reviewed. A motion was made by Deb Wood to approve the minutes as printed. Norm Carlson seconded the motion. All members voted in favor, motion carried.
The treasures report was given. A motion was made by Tony Maciej and seconded by Deb Wood to approve the treasurer’s report. All members voted in favor, motion carried.
Dean Mielke was present to discuss with council on adding a new CenturyLink telecom facilities line in the North Berkey Avenue Addition. Council received an email from CenturyLink stating it would cost $6,366.00 to put this line in. Mielke stated he would be in favor of dividing the costs with the other lots. After discussion, Mayor Lange will talk with CenturyLink to see if the cost could be lowered.
The preliminary levy certification for 2018 payable in 2019 was discussed. After discussion, Norm Carlson made a motion to raise the general services preliminary levy $10,000.00. Tony Maciej seconded the motion. All members voted in favor, motion carried. The final levy certification will be sent in December.
Mayor Lange presented to the council Resolution #18-0904 which states the Swanville American Legion Post 313 has offered to donate $2000.00 to the City of Swanville to be used toward city park expenses. Jim Molitor made a motion to accept resolution #18-0904 from the American Legion Post 313. Deb Wood seconded the motion. All members voted in favor, motion carried. The council thanks the American Legion for the generous donation.
Quotes were looked at and discussed regarding the purchase of a new Kubota utility vehicle with attachments. Council decided to table until more quotes are received.
The Swanville Rural Fire Association assessment form was presented to council for signature. Norm Carlson made a motion for the Mayor and Clerk to sign the assessment form. Tony Maciej seconded the motion. All members voted in favor. Motion carried.
There is a contract for deed business building with a delinquent utility bill. After discussion, council decided the city clerk send a notice that this bill has until the end of the month to be paid and then if unpaid the delinquent bill will be taken to the collection bureau.
The following claims were presented for payment. Members of the council were furnished with a listing. Deb Wood made a motion to approve the claims. Norm Carlson seconded the motion. All members voted in favor, motion carried.
The next regular monthly meeting will be held at 7:00 p.m, Tuesday, October 2, 2018.
There being no further business, a motion was made by Norm Carlson and seconded by Tony Maciej to adjourn. All members voted in favor, motion carried. Meeting adjourned 8:20 p.m.

Swanville City Special Meeting
September 17, 2018
Minutes of the Swanville City Council meeting held in the Swanville Center on Monday, September 17, 2018. The meeting called to order 5:00 p.m. with the following members present: Sandy Lange, Norm Carlson, Deb Wood, Tony Maciej, and Jim Molitor.
The special meeting was held to discuss adding a new CenturyLink telecom facilities line in the North Berkey Avenue Addition. Council received an email from CenturyLink stating it would cost $6,366.00 to put this line in. Council discussed other routes that property owners can take for internet service and phone service. No motion was presented by council to enter in the CenturyLink agreement.
There being no further business, a motion was made by Deb Wood and seconded by Tony Maciej to adjourn. All members voted in favor, motion carried. Meeting adjourned 5:25 p.m.
