Minutes of the Swanville City Council meeting held in the Swanville Center on Tuesday, September 5, 2017. The meeting called to order 7:00 p.m. with the following members present: Sandy Lange, Jim Molitor, Norm Carlson, Tony Maciej, and Deb Wood. Also present: Bea Golombecki, Mark Hallen, reporter Sheila McCoy, and Lonny Hutchins.
Minutes of the Swanville City Council meeting held August 8, 2017 and the special meeting held August 29, 2017 were reviewed. A motion was made by Tony Maciej to approve the minutes as printed. Deb Wood seconded the motion. All members voted in favor, motion carried.
The treasures report was given. A motion was made by Norm Carlson and seconded by Jim Molitor to approve the treasurer’s report. All members voted in favor, motion carried.
Bea Golombecki was present to ask council what will be done with the lawn in front of her house that was tore up when the new tar was laid down in July. There is about a 15’x2’ area that the lawn was torn out. City maintenance worker Lonny said he will put black dirt and grass seed in the spring to fill in the vacant area.
Mark Hallen, city engineer, was present to go over the outstanding statement with Widseth, Smith & Nolting. Hallen stated that an amendment to the contract which was signed in January, 2017 was not done after the additional work which is associated to the North Berkey Avenue project. Council decided to review the memo Hallen had submitted and give a decision at next month’s meeting. Hallen also stated he is waiting for a survey crew to review the tarring work done on the corner of Berkey Avenue and First Street to report back to council.
Maintenance worker Lonny reported he has someone interested in the black dirt at the end of Berkey Avenue North. There is approximately 500 yards. Lonny also stated he has an estimate for $3500.00 to clean up and reseed the horseshoe pits in the city park. Jim Molitor made a motion to have the horseshoe pit area redone. Norm Carlson seconded the motion. All members voted in favor, motion carried. Mayor Lange stated she will check with the Horseshoe League to see if they will donate to this project. Lonny would like to put up 13 – 4×8 boards buy the ice rink for hockey. He will run this by the Swanville Lions as a project. Tony Maciej made a motion to have the boards put up at the ice rink. Jim Molitor seconded the motion. All members voted in favor, motion carried.
At the last P & Z meeting, approaches and culverts were discussed. Mayor Lange suggested the city follow Morrison Counties approach and culverts rules. Tony Maciej made a motion to follow Morrison County’s rules and regulations for approaches and culverts for the city. Deb Wood seconded the motion. All members voted in favor, motion carried.
The city finance policy was again looked at and discussed. After discussion, Jim Molitor made a motion to accept the finance procedures and policy as presented to the council. Deb Wood seconded the motion. All members voted in favor, motion carried.
The proposed levy for 2018 was discussed. After discussion, Mayor Lange made a motion to raise the General Levy $10,000.00. Deb Wood seconded the motion. All members voted in favor, motion carried. This will be revisited in December when the budget is set for 2018.
The land owned by Cory DeFoe next to the lots in the North Berkey Avenue was discussed. Council member Molitor talked with DeFoe and Molitor could not get an amount from DeFoe for the property that the city would like to buy. Mayor Lange stated she had talked with the city attorney regarding the property and the attorney stated the city could use eminent domain to obtain the property. The city would have to pay for the lot to be surveyed, appraised and the attorney fees. The land could not be sold and only be used for public use. Tony Maciej made a motion to start the process of eminent domain of the property. Norm Carlson seconded the motion. All members voted in favor, motion carried.
Mayor Lange presented council with two land use permits which P & Z has approved both. Josh Landowski would like to build a 24’x36’ garage on his property. Deb Wood made a motion to approve the land use permit for Landowski. Tony Maciej seconded the motion. Tim Dally would like to put up a 4’x8’ sign by the townhouses. Jim Molitor made a motion to approve the land use permit for Dally. Tony Maciej seconded the motion. All members voted in favor of both permits.
Resolution #17-0905 was presented to the council for the sell of lot 106 in the North Berkey Avenue Addition to Mielke Mark LLC. After discussion, Jim Molitor made a motion to accept Resolution #17-0905 for the sell of lot 106 to Mielke Mark LLC. Norm Carlson seconded the motion all members voted in favor, motion carried.
The following claims were presented for payment. Members of the council were furnished with a listing. Jim Molitor made a motion to approve the claims. Tony Maciej seconded the motion. All members voted in favor, motion carried.
The next regular monthly meeting will be held at 7:00 p.m., Tuesday, October 3, 2017.
There being no further business, a motion was made by Tony Maciej and seconded by Jim Molitor to adjourn. All members voted in favor, motion carried. Meeting adjourned 8:05 p.m.
