Minutes of the Swanville City Council meeting held in the Swanville Center on Tuesday, September 8, 2020. The meeting was called to order 7:00 p.m. with the following members present: Sandy Lange, Norm Carlson, Jim Molitor, and Tony Maciej. Absent: Deb Wood
Minutes from the August 4, 2020 Swanville City Council meeting were reviewed. After discussion, a motion was made by Tony Maciej to approve the minutes. Jim Molitor seconded the motion. All members voted in favor, motion carried.
The treasures report was given. A motion was made by Jim Molitor and seconded by Norm Carlson to approve the treasurer’s report. All members voted in favor, motion carried.
Jody and Carol Peterson have a repayment agreement from Small Cities Development Program for remolding work done to their rental house in Swanville. The Peterson’s have sold this house and will pay back the remaining amount due on 105 – 4th Street. After discussion it was decided the amount due is $3956.75. This amount will be added to the city’s DEEDS account.
The Mayor informed the Council the City of Swanville has received the Federal Cares Act money. After discussion Jim Molitor made a motion to have an automatic door opener installed in the Swanville Center, order hand sanitizers stations for all entrance doors is the city owned buildings, and to give the Swanville First Responders money to buy face shields, gloves, masks and disinfectant spray appx $850.00. Norm Carlson seconded the motion. All members voted in favor, motion carried. Buying 5 tablets and a web cam for the clerk’s computer along with a TV and equipment needed to conduct Zoom meetings will be looked at the next council meeting.
The preliminary levy for 2021 was discussed. After discussion, a motion was made by Mayor Lange to raise the general service preliminary levy $10,000.00 for 2021. Tony Maciej seconded the motion. All members voted in favor, motion carried.
Mayor Lange passed out a preliminary budget for 2021 for the council to look over.
The dentist office is now vacant. There is an AED in the building and the office personal is wondering if the city would be interested in purchasing it. Council decided to offer $500.00 for the machine. The office spaces are available for rent in the Community Center. Council will decide on a rental price.
There was discussion about the Planning and Zoning Committee and the decline of interest to serve on the committee. Council decided to have the Planning and Zoning meeting with the regular monthly city council meeting. Mayor Lange will see if the existing residents who serve on the committee would like to continue and to attend the council meeting for P & Z.
The following claims were presented for payment. Members of the council were furnished with a listing. Jim Molitor made a motion to approve the claims. Norm Carlson seconded the motion. All members voted in favor, motion carried.
The next regular monthly meeting will be held Tuesday, October 6, 2020 at 7:00 p.m.
There being no further business, a motion was made by Tony Maciej and seconded by Norm Carlson to adjourn. All members voted in favor, motion carried. Meeting adjourned 7:50 p.m.
