Call to Order/Attendance: The City Council meeting was called to order at Upsala City Hall by Mayor Rollie Johnson at 7:00 p.m. The pledge of allegiance was said. On roll call, members present: Mayor Rollie Johnson, Brian Lange, Robert Maciej, Dennis Westrich, and Joan Olson. People present: Morrison County Record Reporter Sheila McCoy, Public Works Superintendent Frank Koopmeiners, and Clerk/Treasurer Michelle Stevens.
Minutes: Maciej moved to approve the minutes for the November 7, 2016 City Council Meeting, 2nd by Olson. Motion carried unanimously.
Maciej moved to approve the minutes for the November 14, 2016 Special City Council Meeting, 2nd by Westrich. Motion carried unanimously.
Added agenda items: Lange moved to approve the agenda, 2nd by Maciej. Motion carried unanimously.
Department Reports:
• Maintenance Report: Koopmeiners reported on the water and sewer levels.
He also stated that the seal on the pump for the main lift station is still not repaired; he is working with the company to set another date.
Koopmeiners presented discharge samples for the sewer pond for the last quarter of 2016.
• Fire Department Report: The FEMA grant application for turnout gear was submitted November 16, 2016.
• Rescue Department: No report submitted.
• City Office Report: Stevens reviewed the December calendar.
Stevens reported that the Fax line was cancelled.
She also presented the rough draft of the winter newsletter.
• Planning Commission: The commission approved the demolition for 401 S. Main. They also approved a building permit for the same site upon approval of the blue prints and site plans.
They also reviewed the snow ordinance.
• UCDC: Report submitted. The next meeting will be January 17, 2017 at City Hall. The council requested that an article be submitted to the Morrison County Record and/or the Hometown news as to the winners of the Holiday Decorating Contest.
• Recreation Board: No report submitted.
Public Hearing on Winter
Parking Ordinance 46A
Mayor Johnson recessed the regularly scheduled meeting at 7:37 p.m. and called to order the public hearing to consider the updated Winter Parking Ordinance 46A.
No public comments offered.
Lange stated that a couple of citizens asked how it was going to be enforced.
Lange moved to adjourn the public hearing at 7:47 p.m. 2nd by Maciej. Motion carried unanimously.
Mayor Johnson called the regular City Council Meeting back to order at 7:47 p.m.
Lange moved to approve the updated Ordinance 46A regulating Winter Parking, 2nd by Olson. Motion carried unanimously.
Unfinished Business:
• Street Lights: The LED street lights project was tabled for future discussion.
• GRRL Contract: Stevens updated the Council on the Great River Regional Library Contract that will be due June of 2017.
• Franchise Ordinance: Lange moved to hold a Public Hearing at the Regular City Council Meeting in January at 7:15 p.m. on the Franchise Ordinance, 2nd by Olson. Motion carried unanimously.
• Sewer Lining Project: Westrich moved to hold a Special Council meeting to discuss the Sewer lining project logistics on Monday February 13, 2017 at 7:00 p.m. 2nd by Olson. Motion carried unanimously.
• Personnel Policy: The personnel policy has been tabled until the January meeting. Lange moved to pay Stevens the remainder of her comp time that she accrued during the 2016 year, 2nd by Westrich. Motion carried unanimously.
New Business:
• Reschedule January 2nd meeting: Lange moved to change the regularly scheduled meeting from January 2, which is a Federal Holiday, to January 3, 2017 at 7:00 p.m. 2nd by Westrich. Motion carried unanimously.
• Morrison County Animal Humane Society Contract: No action taken.
• Experienced Officials 2017 Training: No one will attend.
Thank-you’s and Acknowledgements: Mayor Johnson offered a fond thank you to Robert Maciej for 11 years of dedicated service as City Council Member.
• Johnson gave congratulations to Lana Bartells as our new City Council Elect.
Financial: Lange moved to pay all bills as presented, 2nd by Maciej. Motion carried unanimously.
Updates/FYI: Next regular Meeting, 7:00 p.m. Tuesday, January 3, 2017
• Glen Erickson is retiring from Morrison County.
Adjourn: Olson moved to adjourn at 8:54 p.m. 2nd by Lange. Motion carried unanimously.
