Upsala City • December 1, 2025

Call to Order/Attendance: The City Council meeting was called to order at Upsala City Hall by Mayor Kevin Breth at 7:00 P.M. The pledge of allegiance was said.
On roll call members present: Mayor Kevin Breth, Council Members: Wendy Rene, Logan Vieth, Alan Gunderson and Joan Olson. Staff present: City Clerk-Treasurer Jane Popp and Public Works Director Mike Tschida.
Minutes Rene moved to approve the regular city council meeting minutes with a correction on the pickle ball motion that was 2nd by Lange and the correction was 2nd by Vieth from November 3, 2025, 2nd by Gunderson. Motion carried unanimously.
Added agenda items: Gunderson moved to approve the agenda as presented, 2nd by Vieth Motion carried unanimously.
Department Reports: Fire Department Report Chief Johnson was absent because the four new members are getting signed up for Firefighter Training. Popp reported one call for November. The fire department is in the process of getting a repair bill together for putting new valves on the water truck. Johnson will have more next month about the water truck.
Gunderson moved to approve the following for Fire Department Officers: Fire Chief: Nicholas Johnson, Assistant Chief: Mike Kremers, Captain: Steve Heesen, Captain: Brady Burggraff, Captain: Ron Carlson, Training Officer: Joe Trettel, Secretary: Safety Officer: Bethany Burggraff, Safety Officer: Brock Weber, 2nd by Rene. Motion carried unanimously.
Vieth moved to approve the following for Fire Department New Members: Matt Reeseman, Keith Ripplinger Jr., Cole Dingmann, Ryan Bonde; 2nd by Rene. Motion carried unanimously.
First Response Team: First Response Team Vice President Danielle Haus reported six calls for November.
Gunderson moved to approve the following for First Response Team Officers: President Andrea Douvier, Vice President Danielle Haus, Secretary Clara Pflueger, Training Officer Garrett Doucette, Officer at Large Seth Strassburg; 2nd by Rene. Motion carried unanimously.
Maintenance Report: Tschida reported on water and sewer levels as well as the various tasks done throughout the city. Mike put the lights on the water tower. The snowplow has been sandblasted and recoated. The mixer was installed in the water tower and a floor scrubber was purchased for the REC Building from a Sourcewell Grant.
City Office Report: Popp reviewed the December Calendar.
Planning Commission: Some discussion on a business possibly moving to town.
Heritage Days: Meeting on January 14, 2026, at 7:00 pm.
Unfinished Business: Minnesota’s paid Family and Medical Leave (PFML): Rene moved to approve the city will contribute .60 and the employee will contribute .28 for the Minnesota Paid Family and Medical Leave, 2nd by Vieth. Motion carried unanimously.
Budget: Gunderson moved to approve the final levy at 10% increase for 2026, 2nd by Vieth. Motion carried unanimously.
Financials: Rene moved to approve the bills as presented, 2nd by Bartells. Motion carried unanimously.
Updates/FYI: Next Regular City Council Meeting will be Monday, January 5, 2026, at 7:00 pm.
Adjourn Vieth moved to adjourn at 8:34 pm, 2nd by Olson. Motion carried unanimously.
