Call to Order/Attendance: The City Council meeting was called to order at Upsala City Hall by Mayor Rollie Johnson at 7:00 P.M. The pledge of allegiance was said.
On roll call members present: Mayor Rollie Johnson, Council Members Crystal Benson, Wendy Rene, Lana Bartells and Mitch Lange.
Staff present: Public Works Director Mike Tschida, and City Clerk-Treasurer Jane Popp.
Minutes Lange moved to approve the regular city council meeting minutes from November 7, 2022, 2nd by Rene. Motion carried unanimously.
Added agenda items Bartells moved to approve the agenda as presented, 2nd by Lange Motion carried unanimously.
Department Reports: Fire Department Report Nick Johnson thanked the city for the support. Rene moved to approve the following for Fire Department Officers: Fire Chief: Nick Johnson Assistant Chief: Jay Baggenstoss Captain: Mike Kremers Captain: Ron Carlson Captain: Steve Heesen Training Officer: Joe Trettel Secretary & Safety Officer: Steve Hansen 2nd by Bartells. Motion carried unanimously.
First Response Team: First Response Team Vice President Danielle Haus reported seven calls for November with an average of four members at each call. Benson moved to approve the following for First Response Team Officers: President Andrea Douvier, Vice President Danielle Haus, Secretary Marybeth Doucette, Training Officer Seth Strassburg, Officer at Large Kyle Breth, 2nd by Lange. Motion carried unanimously.
Maintenance Report: Tschida reported on water and sewer levels as well as the various tasks done throughout the City. Tschida put up the lights on the street and water tower and they look great. Letters will be sent for dogs running in the trailer court park area.
City Office Report: Popp reviewed the December calendar and reported on preparing for the end of the year.
Planning Commission: No meeting in November.
Unfinished Business: Park Bathrooms. The trusses have finally arrived.
The website is looking good and user friendly. Tina is waiting to get photos.
New Business: Canvas the Ballots Lange moved to approve the results of the election, 2nd by Bartells. Motion carried unanimously.
Approve Lions Club Donation of $5,000 for Upsala Legion Memorial Park – Resolution 12-5-2022-1: Rene moved to approve resolution 12-5-2022-1, accepting $5,000.00 from the Upsala Lions for the Upsala Legion Memorial Park, 2nd by Benson. Motion carried unanimously.
Approve Minnesota Department of Health Grant for $10,000 for Generator – Resolution 12-5-2022-2: Benson moved to approve resolution 12-5-2022-2, accepting $10,000 from the Minnesota Department of Health for the Generator, 2nd by Lange. Motion carried unanimously.
Approve the Decertification of Tax Increment Financing District No. 3 – Resolution 12-5-2022-3: Lange moved to approve resolution 12-5-2022-3, Decertification of Tax Increment Financing District No. 3, 2nd by Rene. Motion carried unanimously.
January City Council Meeting Bartells moved to hold the January City Council Meeting on Wednesday, January 4 since January 2nd is a Federal Holiday, 2nd by Rene. Motion carried unanimously.
Performance Reviews Rene moved to schedule performance reviews after the January 4 council meeting, 2nd by Lange. Motion carried unanimously.
Christmas Open House at Upsala City Hall- December 15, 10:00am-2:00 cookies and refreshments.
Acknowledgements: The Upsala Lions Club for the donation to the Upsala Legion Memorial Park. The Lions Club for the Santa Breakfast and Wee Shop. It was an excellent turnout.
Financials Benson moved to approve the bills as presented, 2nd by Rene. Motion carried unanimously.
