Call to Order/Attendance: The City Council meeting was called to order at Upsala City Hall by Mayor Johnson at 7:00 PM. Mayor Johnson led the Pledge of Allegiance.
On roll call members in attendance: Mayor Rollie Johnson, Council Members Lana Bartells, Dennis Westrich, Brian Lange, and Crystal Benson.
People attending: Councilmember Elect Mitch Lange, Darlene Maciej, MC Record reporter Tyler Ohmann, Fire Chief Jay Baggenstoss, First Response President Andrea Douvier, First Response Team Vice President Garrett Doucette, First Response Team Members Seth Strassburg and Bill Koopmeiners, Public Works Director Mike Tschida, and City Clerk/Treasurer Michelle Stevens.
Minutes: Lange moved to approve minutes from November 2, 2020 City Council Meeting, 2nd by Benson. Motion carried unanimously.
Bartells moved to approve minutes from November 19, 2020 Special Council Meeting certifying the election results, 2nd by Lange. Motion carried unanimously.
Lange moved to approve minutes from November 23, 2020 Special Council Meeting conducting performance reviews, 2nd by Bartells. Motion carried unanimously.
Added agenda items: Lange moved to approve the agenda as presented, 2nd by Benson. Motion carried unanimously.
Department Reports: Fire Department Report: Baggenstoss reported Central MN Avate donated $1500.00 to the Upsala Fire Department. The department did not receive the FEMA grant for turnout gear. He is looking at ways to finance new turnout gear for the entire department.
Bartells moved to approve the following 2021 Officers for the Upsala Fire Department: Chief: Jay Baggenstoss, Asst Chief: Nick Johnson, Captain: Steve Heesen, Captain: Brian Lange, Captain: Mike Kremers, Training: Joe Trettel, Secretary: Brian Lange, Safety: Steve Hansen, 2nd by Benson. Motion carried unanimously.
First Response Team: Doucette reported on the calls for November. The Team received a Morrison County CARES Act dollars grants of $6,000, they also received a grant from Sourcewell $5000.00 for communications equipment.
The County Audit with UFR Team will be next week.
Benson moved to approve the following 2021 Officers for the First Response Team: President: Garrett Doucette, Vice: Andrea Douvier, Secretary: Amber Koopmeiners, Training: Danielle Haus, At Large (safety): Kyle Breth, 2nd by Bartells. Motion carried unanimously.
The Team has also created an information packet for new members that includes By-laws, Standard Operating Guidelines, Team Constitution, Confidentiality Agreement, and Privacy Regulations. Doucette requested the Council review the By-Laws and SOG’s to be approved in January.
Maintenance Report: Tschida reported on water and sewer levels. He also updated the Council on the monthly activities.
Tschida explained the end of the year discharging for the sewer ponds.
City Office Report: Stevens reviewed the Sales & Use Audit for the last three years with the Department of Revenue.
Stevens reviewed the December Calendar.
Planning Commission: Lange reported the Planning & Zoning reviewed the Senior Living property, also discussed the approval of a garage on Borgstrom Street.
Recreation Board: No meeting was held.
New Business: Money to 2020 Heritage Days: Bartells moved to donate $4,000.00 to the Heritage Days Account, 2nd by Lange. Motion Carried unanimously.
Christmas Lighting Contest: Johnson reminded everyone of the Holiday Lighting Contest with last year’s winners being the judges this year will be held December 17.
2021 City Calendar: Stevens shared the 2021 City Calendar with the Council.
Acknowledgements: Dennis Westrich for serving as Councilmember since 2013. Your knowledge of the City’s history, infrastructure and excellent judgement has been priceless!
Jason Malisheske came up with the idea of Upsala Bucks as Christmas Gifts. What a wonderful idea!
Financials: Lange moved to approve the bills as presented, 2nd by Benson. Motion carried unanimously.
Updates/FYI: Next Regular City Council Meeting will be Monday, December 7, 2020 at 7:00 p.m.
