Members present: Mayor Rollie Johnson, Robert Maciej, Joan Olson, Brain Lange, Dennis Westrich.
The City Council meeting was called to order at 7:00 p.m. at Upsala City Hall by Mayor Rollie Johnson.
Motion was made by Council Member Brain Lange and seconded by Council Member Joan Olson to accept the minutes from the January 5, 2015 Regular Council Meeting. Motion was carried unanimously.
Motion was made by Council Member Robert Maciej and seconded by Council Member Dennis Westrich to accept the minutes from the January 20, 2015 Special Council Meeting. Motion was carried unanimously.
Department Reports: Maintenance Report, Frank Koopmeiners: Water usages was down and sewer usages both down for January. • Holiday lights are off.

Fire Department Report; Lange: Annual Meeting Wednesday; February 4, 2015. Planning Commission, Lange: No minutes to report.
UCDC, Olson: No Minutes to Report.
Recreation Board, Johnson: No Minutes to Report.
Flood Plain: Each individual has to apply with FEMA. Mayor Rollie Johnson has contacted the county commissioner and will do more research on this issue.
Bingo Permits for St. Mary’s Church for March and October. Motion made by Robert Maciej and second by Dennis Westrich. Motion was carried unanimously.
Water Plant Hot Water Heater: Propane water heater currently; what we approved will not work.
Motion was made by Mayor Rollie Johnson to purchase a 12 year natural gas water heater second by Council Member Robert Maciej Motion was carried unanimously. Humane Society: We will stay as is.
Reva will be on short term disability. Talked to Anna Gruber about helping us out. We will have some one in the office to take phone call from 10 to 2 daily.
Greater MN Gas will be adding lines this summer. Motion made by Council Member Robert Maciej, and second by Council Member Joan Olson to adjourn. Motion was carried unanimously. Meeting was adjourned at 7:43 p.m.
