Call to Order/Attendance: The City Council meeting was called to order at Upsala City Hall by Mayor Rollie Johnson at 7:00 P.M. The pledge of allegiance was said.
On roll call members present: Mayor Rollie Johnson, Council Members Wendy Rene, Lana Bartells, Alan Gunderson, and Mitch Lange. Staff present: City Clerk-Treasurer Jane Popp.
Minutes: Bartells moved to approve minutes with the change of Lange abstaining from the Fire Department officers motion from December 4, 2023, City Council Meeting, 2nd by Rene. Motion carried unanimously.
Added agenda items: Rene moved to approve the agenda as presented, 2nd by Lange. Motion carried unanimously.
Department Reports: Fire Department Report: Chief and deputy chief were absent, and nothing was reported.
First Response Team: First Response Team Vice President Haus reported three calls for December. They received applications and will set up interviews.
Maintenance Report: Tschida was absent, so Johnson reported on water and sewer levels as well as the various tasks done throughout the city. Tschida received confirmation from the Minnesota Department of Health that the city was awarded the grant to replace the fluoride feed equipment in our water plant.
City Office Report: Popp reviewed the January Calendar.
Planning Commission: Planning & Zoning commission and council will be meeting with Sourcewell on revising and updating Upsala City ordinances.
The council had a discussion on stray cats and dogs in town and are researching what can be done.
Unfinished Business:
New Business: 2024 Elected Leaders Institute: Rene moved to approve the council members that are interested in attending the Advanced Elected Leaders Institute in Alexandria to provide city leadership on February 23 & 24, 2024, 2nd by Lange. Motion carried unanimously.
Mayor Pro-Tem: Lange moved to approve Wendy Rene as Mayor Pro-Tem; and as such will be an official signer of City documents, 2nd by Gunderson. Motion carried unanimously.
Morrison County Record as Legal Publisher: Rene moved to approve the Morrison County Record as the City’s legal publishers for 2024, 2nd by Bartells. Motion carried unanimously.
2024 Designations and Appointments: Rene moved to approve the appointments for 2024 with the changes of the Fire Department stipends, 2nd by Gunderson. Motion carried unanimously with Lange abstaining.
Designating the Polling Place – Resolution 1-2-24-1: Rene moved to approve the designating polling place at 320 Walnut Ave. as presented, 2nd by Bartells. Motion carried unanimously.
2024 Fee Schedule – Resolution 1-2-24-2 Resolution 1-2-24-2 will be reviewed and approved January 8, 2024, at the City Council Special Meeting at 12:00.
Allowing Transfer of Electronic Funds – Resolution 1-2-24-3: Rene moved to approve Resolution 1-2-24-3 allowing the Transfer of Electronic Funds, 2nd by Lange. Motion carried unanimously.
Allowing Handwritten and Computer-Generated Checks – Resolution 1-2-24-4: Lange moved to approve Resolution 1-2-24-4 allowing Handwritten and Computer-Generated Checks, 2nd by Gunderson. Motion carried unanimously.
Liability Coverage Waiver: Rene moved to not waive the monetary limits on municipal tort liability established by Minnesota Statute 466.04, 2nd by Bartells. Motion carried unanimously.
Local Board of Appeal & Equalization: Rene moved to approve Wednesday, April 17, 2024, at 1:00 am at the Upsala City Hall as the date, time, and location for the annual Local Board of Appeal and Equalization, 2nd by Bartells. Motion carried unanimously.
Gambling Permit: Rene moved to approve the Gambling Permit for St. Mary’s Church February 4, 2024, with no waiting period, 2nd by Gunderson. Motion carried unanimously with Lange abstaining.
Gambling Permit: Gunderson moved to approve the Gambling Permit for St. Mary’s Church March 22, 2024, with no waiting period, 2nd by Bartells. Motion carried unanimously with Lange abstaining.
Temporary Liquor License – St. Mary’s: Bartells moved to approve the temporary liquor license to St. Mary’s Church on February 10, 2024, 2nd by Gunderson. Motion carried unanimously with Lange abstaining.
Temporary Liquor License – St. Mary’s: Rene moved to approve the temporary liquor license to St. Mary’s Church on March 22, 2024, 2nd by Bartells. Motion carried unanimously with Lange abstaining.
Acknowledgements: Johnson congratulated Dan & Julie Burggraff, Mark & Melanie Gilles, and Jayson Burgardt for winning the Residential Holiday Decoration Contest this year and receiving $150, $100, and $50 in Upsala Bucks, respectively. He also congratulated Centra Sota, Upsala Farm Store and Sytek for winning the Business Holiday Decorations Contest and receiving $150, $100, and $50 in Upsala Bucks, respectively. It was fun to see the decorations up this year!
To the Freeport Lions Club for the food donation to the Upsala Area Community Center.
Financials: Lange moved to approve the bills as presented, 2nd by Rene. Motion carried unanimously.
Updates/FYI: Next Regular City Council Meeting will be February 5 at 7:00 pm.
