Members Present: Mayor Rollie Johnson, Robert Maciej, Brian Lange, Joan Olson, Dennis Westrich. City Clerk/Treasurer Reva Mische.
The City Council meeting was called to order at 7:00 pm at Upsala City Hall by Mayor Rollie Johnson.
Motion made by Council Member Robert Maciej and seconded by Council Member Brian Lange to accept the minutes from the December 1st, 2014 Regular City Council Meeting. Motion carried unanimously.
Motion made by Council Member Brian Lange and seconded by Council Member Robert Maciej to accept the agenda with the addition of a discussion about 2015 City Goals and natural gas conversion for the Fire Hall. Motion carried unanimously. Guests and Presentations:
Department Reports: Maintenance Report, Frank Koopmeiners: Both water and Sewer Usage was up for the month of December.
• Old school sewer line was plugged this past month, Frank is continuing to address and look into the issue.
• Options for conversion and replacement of the Fire Hall furnace were discussed. The option of putting the furnace upstairs of the Fire Hall was discussed using an 8-% efficient furnace at a cost of around $1600-$1800. Dual Fuel would still be used. Motion made by Mayor Rollie Johnson and seconded by Council Member Joan Olson to replace the Fire Hall furnace with a natural gas capable furnace. Motion carried unanimously.
Fire Department Report, Lange: Brian Lange informed the Council that the FEMA grant has been submitted
• Extrication equipment has arrived. The Fire Department will receive training for the new equipment. Planning Commission, Lange: Minutes were presented to the City Council Upsala Community Development Commission Olson: Did not meet.
Recreation Board: Did not meet, but the City Council held a brief discussion about the need for more advertising for the Recreation Building
Unfinished Business: Motion made by Council Member Brian Lange and seconded by Council Member Robert Maciej to approve the Annual Designations for 2015. Motion carried unanimously.
Motion made by Council Member Brian Lange and seconded by Council Member Robert Maciej to approve the Fee Schedule for 2015. Motion carried unanimously.
New Business: Motion made by Council Member Brian Lange and seconded by Council Member Dennis Westrich to award the 2015 bid for legal advertising in the Morrison County record. Motion carried unanimously.
Motion made by Council Member Brian Lange and seconded by Council Member Joan Olson to approve Resolution #01052015-1 approving Minnesota Lawful Gambling Permit for St. Mary’s Mission Group Bingo to be held on February 8th, 2015. Motion carried unanimously.
City Clerk Reva Mische presented the City Council with the Morrison County Humane Society’s Annual Impound Contract/Agreement. The agreement would require the City of Upsala to pay a $282.00 fee to the Humane Society for residents to bring in stray animals at no cost, excluding owner surrender fees. The City Hall would not have to be contacted for approval if the Contract and Fee is accepted by the City Council.
• Discussion of approval was tabled until City Clerk Reva Mische gathered more information and looked into what other municipalities were doing regarding the contract. 2015 Goals were discussed and include: Ordinance/Zoning Updates • Inflow/Infiltration Project
• Park Renovation and Updates (bathrooms, playground, basketball court) • Mount Olive Church Renovation Planning
• City Signs Maintenance
• Assisted Living
Financial Report: City Clerk/Treasurer presented notice of City Attorney Timother Churchwell’s hourly rate increase.
Motion made by Council Member Joan Olson and seconded by Council Member Robert Maciej to approve the Treasurer’s Report with a December 31st ending bank balance of $418,335.78 as presented by City Treasurer Reva Mische. Mtoion Carried Unanimously.
Motion made by Council Member Joan Olson and seconded by Council Member Robert Maciej to approve the bills in the amount of $18,276.25 as presented by City Treasurer Reva Mische. Motion carried unanimously. Updates/FYI: Christmas tree pick-up was scheduled for January 9th, 2015.
