The City Council meeting was called to order at Upsala City Hall by Mayor Rollie Johnson at 7:00 P.M. The pledge of allegiance was said. On roll call members present were: Mayor Rollie Johnson, Brian Lange, Dennis Westrich, and Joan Olson; Absent: Lana Bartells.
People present: Morrison County Record reporter Sheila McCoy, Library Services Coordinator Great River Regional Library Wanda Erickson, Sheri Johnson, Ervin Hartung, Lisa George, Tanya Trettel, Don Trettel, Public Works Frank Koopmeiners, City Intern Kasey Stevens, and City Clerk/Treasurer Michelle Stevens.
Lange moved to approve minutes from June 4, 2018 Regular City Council Meeting, 2nd by Olson. Motion carried unanimously.
Lange moved to approve minutes from June 18, 2018 Special City Council Meeting, 2nd regarding the enterprise funds by Westrich. Motion carried unanimously.
Lange moved to approve the agenda, 2nd by Westrich. Motion carried unanimously.
Library Services Coordinator Great River Regional Library Wanda Erickson, presented to the Council an annual update on the Upsala Branch of GRRL.
Koopmeiners reported on water and sewer levels.
The Fire Department presented their May minutes.
Lange stated that the three probationary firefighters have completed their training.
Stevens reviewed the July Calendar.
The only things left are to complete the in-floor heat and finish the landscaping around the building.
The Planning and Zoning will have a draft ordinance ready for the next City Council Meeting reducing the speed limits on local city streets.
Stevens explained that the Morrison County Public Works Department will install one of the electronic speed signs on County Road 21 near the high school this month.
Open House for new facilities will be August 16 from 4-7 pm.
The council chose to table discussion on tax abatement for new homes until we have more information.
Olson moved to send out RFP’s to local auditors, 2nd by Lange. Motion carried unanimously.
Lange moved to approve Resolution 7-2-18-1, a resolution to accept a donation of $2,000.00 from the Upsala American Legion Post 350 for fireworks during Heritage Days, 2nd by Westrich. Motion carried unanimously.
Westrich moved to approve to allow the Upsala Lions Club to have pull tabs in the City Park located at 211 Maple Ave during Upsala Heritage Days, August 11-12, to help finance the replacement of the bathrooms in the park, 2nd by Lange. Motion carried 3 to 1.
The Council set July 26, 2018 at 6:00 pm as the mid-year review of the budget and to start creating the 2019 budget.
Olson approved Upsala’s WHHP part I contingent on the approval of Public Works Superintendent Frank Koopmeiners, 2nd by Lange. Motion carried unanimously.
Appreciation to all the residents for their wonderful and constructive survey feedback. The information provided will help direct the Council on how to improve our community.
Lange moved to approve the bills as presented, 2nd by Olson. Motion carried unanimously.
Olson moved to adjourn at 7:59 pm, 2nd by Lange. Motion carried unanimously.
