Call to Order/Attendance: The City Council meeting was called to order at Upsala City Hall by Mayor Rollie Johnson at 7:00 P.M. The pledge of allegiance was said.
On roll call members present: Mayor Rollie Johnson, Council Members Crystal Benson, Wendy Rene, and Mitch Lange. Absent: Lana Bartels
Staff present: Public Works Director Mike Tschida, and City Clerk-Treasurer Jane Popp.
Minutes: Benson moved to approve the regular city council meeting minutes from June 6, 2022, 2nd by Rene. Motion carried unanimously.
Added agenda items: Lange moved to approve the agenda as presented with the addition of the Upsala Firemen’s Relief Association gambling permit, 2nd by Benson Motion carried unanimously.
Department Reports: Fire Department Report: No report submitted.
First Response Team: First Response Team Vice President Danielle Haus could not be present but sent an email reporting three calls for June and they will be doing a mental health training this next week.
The council tabled the date to hold a Council meeting with the First Response Team Officers since Danielle Haus was not present.
Maintenance Report: Tschida reported on water and sewer levels as well as the various tasks done throughout the City. Tschida is waiting to get a quote on the fire hall repair. Tschida found a portable generator in St. Cloud. Lange made a motion to approve to purchase the generator for $17,555.00 with the knowledge of a $10,000.00 grant from the department of health will go towards the purchase, 2nd by Benson.
City Office Report: Popp reviewed the July calendar and reported on the projects worked on in June. She also noted that an article was entered in the last newsletter concerning the candy in the parade.
Planning Commission: No report submitted.
Rene called for a Public Hearing on or after 7:20 pm on August 1 at City Hall to discuss a Conditional Use Permit for a Business in a Residentially zoned area, 2nd by Lange. Motion carried unanimously.
Unfinished Business:: Insurance Upgrade: Rene moved to add the optional equipment breakdown coverage from Nelson Insurance Agency, 2nd by Lange. Motion carried unanimously.
New Well Location: Johnson reported that he is going to contact Jim Kuebelbeck to help locate underground water for the new well location.
Park Bathrooms – Don’t need a motion
Tschida is working on cutting the trees down to prepare for the new bathrooms.
New Business: Approve Election Judges – Resolution 7-5-2022-1
Benson moved to approve the follow as election Judges: Bill Krivanek, Shirley Primus, Joyce Koopmeiners, Melissa Tschida, Rojean Forystek, Rene Scholz, Jodi Morrison, Vi Wuebkers, and Christine Wuebkers – 2nd by Lange. Motion carried unanimously.
Scheduled Budget Meeting: Benson moved to schedule the first budget meeting for July 27 at 6:00 pm, 2nd by Renee. Motion carried unanimously.
Approve Lions Club Donation of $300 for Flower Boxes – Resolution 7-5-2022-2
Rene moved to approve resolution 7-5-2022-2, accepting $300.00 from the Upsala Lions for Flower Boxes, 2nd by Benson. Motion carried unanimously.
Approve Lions Donation of $2,000 for Community Center – Resolution 7-5-2022-3
Benson moved to approve a gambling permit for St. Mary’s Catholic Church to have Bingo on Oct 2, 2022, with no waiting period, 2nd by Lange. Motion carried unanimously.
Dollars for Scholars Bingo Permit – Heritage Days: Benson moved to approve Dollars for Scholars Bingo permit for Aug 13, 2022, with no waiting period, 2nd by Rene. Motion carried unanimously.
Upsala Firemen’s Relief Association Gambling Permit: Lange moved to approve Upsala Firemen’s Relief Association Gambling Permit on September 10, 2022, with no waiting period, 2nd by Rene. Motion carried unanimously.
Change Order Approval for Walnut Ave: Lange moved to approve the change order for Walnut Ave, 2nd by Rene. Motion carried unanimously.
Mayor Johnson suggested forming a personnel committee to address personnel issues.
Council discussed cleaning up and adding flowers around the REC Building sign. Council also discussed updating the city’s website.
Acknowledgements: To the Upsala Lions Club for the donation to the Community Center and for the Flower Boxes on Main Street!
Financials: Benson moved to approve the bills as presented, 2nd by Lange. Motion carried unanimously.
