Call to Order/Attendance: The City Council meeting was called to order at Upsala City Hall by Mayor Rollie Johnson at 7:00 P.M. The pledge of allegiance was said.
On roll call members present: Mayor Rollie Johnson, Council Members Scott Taylor, Logan Vieth, Joan Olson and Alan Gunderson.
Staff present: City Clerk-Treasurer Jane Popp & Public Works Director-Mike Tschida.
Minutes: Vieth moved to approve minutes from June 1, 2026, City Council Meeting, 2nd by Olson. Motion carried unanimously.
Gunderson moved to approve minutes from April 22, 2026, Local Board of Appeal & Equalization Meeting, 2nd by Vieth. Motion carried unanimously.
Added agenda items: Vieth moved to approve the agenda as presented, 2nd by Taylor. Motion carried unanimously.
Presentations: Mark Klem and Kris Ambuehl from Bollig Engineering Bollig Engineering PER Scope Review: Gunderson moved to approve PER Scope Review, 2nd by Olson. Motion carried unanimously.
Department Reports: Fire Department Report Chief Nicholas Johnson reported no calls for June.
First Response Team: First Response Team Vice President Haus reported four calls for June.
Maintenance Report: Tschida reported on water and sewer levels as well as the various tasks done throughout the city. Gunderson moved to approve to re-hire Mike Tschida as Public Works Director, 2nd by Vieth. Motion carried unanimously.
City Office Report: Popp reviewed the July Calendar.
Planning Commission: Shawn Tenney is working on a drawing for the housing development on Basswood Ave.
Heritage Days: The next meeting is July 8, 2026.
Unfinished Business:
New Business: Resolution 7-6-2026-1 donation of $2,500 from Upsala Lions Club for Heritage Day Fireworks Gunderson moved to approve resolution 7-6-2026-1 donation of $2,500 from Upsala Lions Club for Heritage Day Fireworks, 2nd by Olson. Motion carried unanimously.
Resolution 7-6-2026-2 donation of $1,000 from Upsala Firemen’s Relief Assoc Gambling Fund for Heritage Day Fireworks Vieth moved to approve resolution 7-6-2026-2 donation of $2,500 from Upsala Lions Club for Heritage Day Fireworks, 2nd by Taylor. Motion carried unanimously.
Gambling Permit: Upsala American Legion Post 350 (November 11, 2026) Gunderson moved to approve the Gambling Permit for the Upsala American Legion with no waiting period, 2nd by Vieth. Motion carried unanimously.
Gambling Permit: Upsala Ball Park Association (January 30, 2027) Taylor moved to approve the Gambling Permit for the Upsala Ball Park Association with no waiting period, 2nd by Olson. Motion carried unanimously.
Gambling Permit: Team Steph for a cancer benefit (August 29, 2026) Gunderson moved to approve the Gambling Permit for Team Steph for a cancer benefit with no waiting period, 2nd by Olson. Motion carried unanimously.
Acknowledgements to the Upsala Lions Club and Upsala Fire Relief Association for the fireworks donation.
Financials Vieth moved to approve the bills as presented, 2nd by Gunderson. Motion carried unanimously.
