Upsala City • June 2, 2025

Call to Order/Attendance The City Council meeting was called to order at Upsala City Hall by Mayor Kevin Breth at 7:00 P.M. The pledge of allegiance was said.
On roll call members present: Mayor Kevin Breth, Council Members Logan Vieth, Wendy Rene, Alan Gunderson, and Joan Olson. Staff present: City Clerk-Treasurer Jane Popp & Public Works Director-Mike Tschida.
Minutes: Rene moved to approve minutes from May 5, 2025, City Council Meeting, 2nd by Gunderson. Motion carried unanimously.
Added agenda items: Gunderson moved to approve the agenda as presented, 2nd by Vieth. Motion carried unanimously.
Presentations: Upsala Community Center & Historical Society discussed the possibility of purchasing the Upsala Community Center.
Department Reports: Fire Department Report Chief Nicholas Johnson reported one fire call for May. The Fire Department is looking for new firefighters. Applications can be picked up at City Hall. They will also have a sign by Fire Hall. They had training for water & ice rescue and signed up for pump training.
First Response Team: First Response Team Vice President Haus reported six calls for May. The EMS served 200 for lunch at the REC Center on Memorial Day – May 26, 2025. The first response donated health kits to the 7th grade class.
Maintenance Report: Tschida reported on water and sewer levels as well as the various tasks done throughout the city. Maciej Construction will replace the existing forced sewer main during construction of 4th Ave W and Hwy 238. Park bathrooms are open. A new sewer camera was received and already used.
City Office Report: Popp reviewed the June Calendar.
Planning Commission: Planning & Zoning commission held a public hearing on May 21, 2025, and revised the Upsala City ordinances. Planning & Zoning is recommending the updated ordinances to be approved by Upsala City Council.
Heritage Days: The next meeting is June 11, 2025, at 7:00 pm. Everything is set up for Heritage Days which is August 9, 2025.
Unfinished Business:
New Business: Resolution 6-2-2025-1 Donation of $1,000 from Upsala Firemans Relief Assoc Gambling Fund for Heritage Day Fireworks. Rene moved to approve Resolution 6-2-2025-1 of donation of $1,000 from the Upsala Firemans Relief Assoc Gambling Fund for Heritage Day Fireworks, 2nd by Olson. Motion carried unanimously.
Temporary Liquor License for Upsala Ball Park Association 8-9-2025: Vieth moved to approve the Temporary Liquor License for the Upsala Ball Park Association on 8-9-2025, 2nd by Rene. Motion carried unanimously.
Resolution 6-2-2025-2 Approving a Summary Ordinance: Gunderson moved to approve Resolution 6-2-2025-2 to approve the Summary Ordinance, 2nd by Vieth. Motion carried unanimously.
Publication Summary for Ordinance No. 2025-01 & 2025-02: Rene moved to approve Publication Summary for Ordinance No. 2025-01 & 2025-02, 2nd by Gunderson. Motion carried unanimously.
Financials: Gunderson moved to approve the bills as presented, 2nd by Vieth. Motion carried unanimously.
Updates/FYI: Next Regular City Council Meeting will be July 7 at 7:00 pm. June 7, 2025, City Wide Clean-Up Day from 8:00 am -11:00am
Adjourn: Rene moved to adjourn at 8:44 pm, 2nd by Vieth. Motion carried unanimously.
