Call to Order/Attendance: The City Council meeting was called to order at Upsala City Hall by Mayor Rollie Johnson at 7:00 P.M. The pledge of allegiance was said.
On roll call members present were: Mayor Rollie Johnson, Brian Lange, Dennis Westrich Crystal Benson, and Lana Bartells.
People present: MC Record reporter Sheila McCoy, First Responder Seth Strassberg, Darlene Maciej, Schlenner Wenner Auditor Jon Archer, Public Works Frank Koopmeiners, and City Clerk/Treasurer Michelle Stevens.
Minutes: Lange moved to approve minutes from May 6, 2019 City Council meeting, 2nd by Bartells. Motion carried unanimously.
Added agenda items: Westrich moved to approve the agenda as presented, 2nd by Benson. Motion carried unanimously.
Maintenance Report: Koopmeiners reported on water and sewer levels.
Koopmeiners also presented a quote from Preferred Controls for a new computer screen for the water plant computer. Lange moved to approve the purchase of a computer screen at a cost of $3800.00, 2nd by Bartells. Motion carried unanimously.
Fire Department Report: Lange explained the Upsala Fire Department has a plan for Heritage Days, they will also have a pumper training coming up.
Bartells move to approve the Gambling Permit for the Upsala Fire Department to hold a raffle on Saturday, August 10, 2019, with no waiting period, 2nd by Benson. Motion carried unanimously.
First Responders: The First Response Team minutes were presented.
Strassberg explained they had 8 calls for the month. They served 170 people at the Memorial Service. Medical training is coming up for the members to be able to administer more meds. The Department will have a Heritage Days booth set up in the park.
Benson moved to approve the Gambling Permit for the Upsala E.M.S. to hold a raffle on Sunday, October 6, 2019, with no waiting period, 2nd by Lange. Motion carried unanimously.
City Office Report: Stevens reviewed the May Calendar.
Lange moved to purchase an HP desktop computer, monitor and software at a cost that doesn’t exceed $1700.00, 2nd by Bartells. Motion carried unanimously.
Planning Commission: Lange updated the Council on what the Planning & Zoning Commissioners have been doing.
Lange moved to approve a lot split – dividing parcel 47.0119.000 located at 410 Walnut Avenue into two parts; east half approximately 24 acres, the west half approximately 18.6 acres, 2nd by Westrich. Motion carried unanimously.
UCDC: Benson shared the progress of Heritage Days which is set for August 9-11. Friday night entertainment is set. There will be a wide variety of food booths on Saturday. Their next meeting will be June 13 at 7:30 pm. They are still finalizing parade judges. They are also looking for a couple of more pie tasting judges. The Fire Department is in charge of the pedal pull contest. The fireworks display location is still being discussed. Raffles tickets are out being sold. Stevens stated the clues for the medallion hunt are done and ready to go. They will be published on the City’s website each morning and there will be hard copies distributed through town each day.
Recreation Board: Report was submitted.
Unfinished Business
Crack/Fill/ Pothole Repairs: Johnson stated that he talked to the crack fill company from All Things Asphalt; they will be in Upsala as soon as possible; they are behind due to all the rain.
Heritage Days Funds: Benson updated the Council on where they are at in the process of getting a separate checking account.
New Business:
City Audit – Jon Archer Schlenner Wenner Auditor Jon Archer reviewed the Financial Statements with the Council. Benson moved to approve the audit as presented, 2nd by Lange. Motion carried unanimously.
Boom Truck from Sytek: Sytek Communications is selling their used boom truck for $4,500.00. If the City chooses not to purchase it at a cost of $4,500.00 it will go on sealed bids. This truck was used by the Public Works Department to put up the winter decorations. Sytek took the decorations down and put up the flags. Koopmeiners explained that the Public Works Department would definitely make use of it – including the winter decorations, flags, changing the lights in the fire hall and maintenance building, tree trimming, city maintenance, etc. Bartells moved have Johnson, Westrich, and Koopmeiners to be on the committee to decide if they want to submit a sealed bid to purchase to boom truck and if so, they are able to submit a bid, 2nd by Benson. Motion carried unanimously.
Budget Meetings: Stevens is in charge of setting up a 2019 Fire Department Budget meeting with the Fire Chief, Mayor and the townships and the City of Elmdale before the City Budget meeting.
Lange moved to hold the city budget meeting on July 22, 2019 at 6:30 pm, 2nd by Benson. Motion carried unanimously.
Assisted Living: Johnson shared the draft of a potential assisted living to be located in the City.
Acknowledgements: Blessings and gratitude to the Upsala Legion on hosting a wonderful Memorial Day Service and to the First Response Team for providing a picnic lunch afterwards.
Financials: Lange moved to approve the bills as presented, 2nd by Benson. Motion carried unanimously.
