Unofficial Minutes.
The City Council meeting was called to order at Upsala City Hall by Mayor Rollie Johnson at 7:03 P.M. The pledge of allegiance was said.
On roll call members present: Mayor Rollie Johnson, Joan Olson, Brian Lange, Dennis Westrich, and Lana Bartells.
People present: Morrison County Record reporter Sheila McCoy, Public Works Superintendent Frank Koopmeiners, Garrett Doucette, Sheri Johnson via Skype, and City Clerk/Treasurer Michelle Stevens via Skype.
Lange moved to approve minutes from April 3, 2017 Working City Council Meeting, 2nd by Olson. Motion carried unanimously.
Lange moved to approve minutes from April 3, 2017 Regular City Council Meeting, 2nd by Olson. Motion carried unanimously.
Olson moved to approve minutes from April 24, 2017 Special City Council Meeting, 2nd by Bartells. Motion carried unanimously.
Lange moved to approve the agenda with the addition of Scott Hedlund and Junk in yards, 2nd by Westrich. Motion carried unanimously.
Sheri Johnson expressed concern about the way the water rates are set.
Lange moved to call for a special meeting to consider revamping the water rates as well as discuss the maintenance building quotes Tuesday, May 9, 2017 at 7:00 pm, 2nd by Bartells. Motion carried unanimously.
Olson moved to approve “Tuesdays in the Park 2017” that Word of Life Church will be hosting, 2nd by Bartells. Motion carried unanimously.
Koopmeiners reported on water and sewer levels.
Lange reported the firefighters are gearing up and finalizing Heritage Days events .
The grain bin extrication training on April 15 was successful.
The water truck is almost completed.
First Responder Vice President Garrett Doucette reported that the First Responders are getting ready for Memorial Day.
Stevens reviewed the May calendar.
Mayor Johnson, and City Council Members Olson and Westrich will be at the May 9th Local Board of Appeals meeting at 10:30 a.m.
City Wide Garage Sale is set for May 19 & 20.
MMUA Training will be held in Upsala May 11 at 9:30 a.m., with a mock OSHA inspection to follow.
The Planning Commission reviewed the temporary parking issue in front of the post office.
Fireworks for Heritage Days will be at the Rec Building.
The UCDC are working to get a lawn garden tractor pull near the ball park and bus garage.
Recreation Board: Meeting was held April 25
Council directed Koopmeiners to change the locks on the outside doors.
The Council discussed the washout on the south side of the Rec Bldg.
Unfinished Business:
S.E.H. – Request for Qualifications
Westrich moved to grant the request for qualifications to S.E.H. Engineering for the future Sewer Lining Project, 2nd by Bartells. Motion carried unanimously.
Mount Olive Update: Online auction with Shultz Auctioneers May 22nd.
Borgstrom Street Project Billing: Council directed Stevens to bill the residents after the work has been completed with the numbers given by Engineer Scott Hedlund.
Maintenance Building: The Council will review the cost of building the new maintenance building at the special council meeting set on May 9, 2017 at 7:00 p.m.
New Business:
Council directed Stevens to hire a wood finisher to refinish the council table before it gets moved to the new city hall location.
City Wide Clean Up – June 3rd
Johnson and Robert Maciej volunteered to help at City Wide Cleanup Day.
Added Agenda Items:
Mayor Johnson will be talking to residents who have junk in their yards.
Acknowledgements: Goes out to Eli Stevens for being City’s first intern with NJPA, for all your work –especially for creating official City Minute Books, getting the old laptop up and running, and getting a server in place.
Financials: Lange moved to approve the bills as presented, 2nd by Olson. Motion carried unanimously.
Lange moved to adjourn at 8:23 p.m., 2nd by Bartells. Motion carried unanimously.
