These are unapproved minutes.
Members present: Mayor Rollie Johnson, Robert Maciej, Brian Lange, Joan Olson, Dennis Westrich. Interim Clerk/Treasurer Reva Mische.
The City Council meeting was called to order at 7:00 p.m. at Upsala City Hall by Mayor Rollie Johnson.
Motion made by Council Member Brian Lange and seconded by Council Member Robert Maciej to accept the minutes from the April 7th, 2014 Regular Council Meeting. Motion carried unanimously.
Motion made by Council Member Brian Lange and seconded by Council Member Robert Maciej to accept the minutes from the April 14th, 2014 Special Council Meeting. Motion carried unanimously.
Motion made by Council Member Brian Lange and seconded by Council Member Robert Maciej to accept the minutes from the April 21st, 2014 Board of Appeals/Equalization. Motion carried unanimously.
Motion made by Council Member Robert Maciej and seconded by Council Member Brian Lange to accept the minutes from the April 29th, 2014 Special City Council Meeting. Motion carried unanimously.
Motion made by Council Member Robert Maciej and seconded by Council Member Brian Lange to accept the agenda with the addition of a discussion about the location of the Force Main as part of the 2014 Street and Utility Improvements Project. Motion carried unanimously.
Guests and Presentations: Candidate for Morrison County Sherriff, Deputy Dan Rocheleau, presented his campaign to the City Council and extended the welcome for any questions or concerns.
• Mikel Nelson was present to discuss Liquor Licensing fees for the Upsala Blue Jays Amateur Baseball Team (UBA) Liquor Licensing. The change from a 3.2 License to a regular On-Sale license would give UBA more flexibility in beer variety to better serve their audience. City Clerk, Reva Mische, will research this issue further.
• Residents were present to discuss applying a load of Class 5 Gravel and dust control on 50th Avenue; Motion made by Council Member Joan Olson and seconded by Council Member Brian Lange to approve applying dust control measures to 50th Avenue. Motion carried, Mayor Rollie Johnson abstained. Motion made by Council Member Robert Maciej and seconded by Council Member Brian Lange to approve the application of a load of class 5 gravel to 50th Avenue.
• Members of Mount Olive Lutheran Church were present to discuss a possible donation of the Church building to the City. The City would be responsible for associated costs of the transfer of ownership; Motion made by Council Member Brian Lange and Seconded by Council Member Joan Olson to pursue the acquisition of the Church building.
• Fire Chief Jay Baggenstoss presented the names of four new candidates to join the Fire Department. The new members of the Fire Department would be probationary until all training is completed. Baggenstoss informed the council that new gear is needed for the new members. Baggenstoss is meeting with companies to get prices for the new gear; Motion made by Council Member Robert Maciej and seconded by Joan Olson to hire Robin Yorek, Garret Doucette, Brady Burgraff, and Sean Lampert to become new members of the Upsala Volunteer Fire Department. Motion carried. Council Member Brian Lange abstained.
Maintenance Report, Frank Koopmeiners: Water and Sewage usage is up for the month. • Frank will be discharging/testing the pond.
• Motion made by Mayor Rollie Johnson and seconded by Council Member Joan Olson to sweep city streets. Motion carried unanimously. Clerk/Treasurer, Reva Mische, will contact Street Sweeping Companies and MnDot for Sweeping roads within the City and along Hwy 238.
• Frank Koopmeiners informed the City Council that the leak behind the football field has been fixed.
Fire Department Report, Lange: Raffle will be held Saturday August 9th at the Recreation Building before Fire Works. Planning Commission, Lange: Minutes were presented to the City Council. UCDC, Olson: Minutes were presented to the City Council.
• Motion made by Council Member Joan Olson and Seconded by Council Member Brian Lange to pay for up to $100 in advertising for the City Wide Garage Sale using UCDC funds. Motion carried unanimously. Recreation Board, Johnson: No minutes to report.
Unfinished Business: The City Council followed up on delinquent Utility Bills. Clerk/Treasurer, Reva Mische, will send out a letter to residents with outstanding bills to get those delinquent accounts up to date.
The final location of the Force Main as part of the upcoming 2014 Street and Utility Improvements Project was discussed. Clerk/Treasurer Reva Mische will contact City Engineer Scott Hedlund to discuss changes made to the location.
New Business: Motion made by Council Member Robert Maciej and seconded by Council Member Joan Olson to approve a permit for the Fire Relief Association’s Raffle held on August 9th. Motion carried. Council Member Brian Lange abstained.
Clerk/Treasurer, Reva Mische, presented options for a new copier/printer. Motion made by Council Member Joan Olson and seconded by council Member Dennis Westrich to authorize Reva Mische to spend up to $400(or more if needed with prior approval) for a Copier/Printer. Motion carried unanimously.
The City Council discussed a Hazard Mitigation Grant opportunity for the construction of new bathrooms/safe room for the City Park. Clerk/Treasurer, Reva Mische, will continue to look into and pursue this grant.
Financial Report: Treasurer Reva Mische presented the Treasurers Report with an April 30th ending bank balance of $74,194.
Treasurer Reva mische presented a Year-to-Date budget highlighting current expenditures and revenues by fund and account.
Motion made by Council Member Dennis Westrich and seconded by Council Member Brian Lange to approve four hours of On-Site Clerks Training for Reva Mische provided by Minnesota Rural Water Association’s Teri Osterman. Motion carried unanimously.
Motion made by Council Member Brian Lange and seconded by Council Member Robert Maciej to approve the bills in the amount of $28,269.15 as presented by Treasurer Reva Mische. Motion carried unanimously. Updates/FYI: Spring Leaf and Lawn Pick up scheduled for Friday, May 9th
City Wide Garage Sale will be held on Friday, May 16th, 8am-6pm and May 17th , 8am-12pm Annual Clean-Up Day scheduled for Saturday, June 7th, 8am-12noon
Reminder to residents that the next regularly scheduled City Council meeting will be June 2nd, 2014 at 7:00 pm in the Upsala City Hall.
Motion made Council Member Brian Lange and seconded by Council Member Joan Olson to adjourn the City Council Meeting at 9:12 pm. Reva Mische, Interim Clerk/Treasurer
