Upsala City • May 5, 2025

Call to Order/Attendance: The City Council meeting was called to order at Upsala City Hall by Mayor Kevin Breth at 7:00 P.M. The pledge of allegiance was said.
On roll call members present: Mayor Kevin Breth, Council Members Logan Vieth, Alan Gunderson, and Joan Olson. Absent: Wendy Rene. Staff present: City Clerk-Treasurer Jane Popp & Public Works Director-Mike Tschida.
Minutes: Gunderson moved to approve minutes from April 7, 2025, City Council Meeting, 2nd by Vieth. Motion carried unanimously.
Vieth moved to approve minutes from April 16, 2025, Local Board of Appeal & Equalization Meeting, 2nd by Gunderson. Motion carried unanimously.
Added agenda items: Gunderson moved to approve the agenda as presented, 2nd by Vieth. Motion carried unanimously.
Department Reports: Fire Department Report Chief Nicholas Johnson was absent, so Popp reported no fire calls for April. All fire fighters are medically qualified and all the SCBAs were serviced and certified this past month. The department will start the hiring process by posting signs and posting on the Facebook page this week.
First Response Team: First Response Team Vice President Haus was absent, so Douvier reported one call for April. The Meat Raffle and Horse Races were a great success and will start back up October 2025 – Buffy’s Bar. The First Response & Fire Department had a mock car accident for the high school kids the day before prom. The EMS will be serving lunch at the REC Center on Memorial Day- May 26, 2025, from 10:30am-1:00pm.
Maintenance Report: Tschida reported on water and sewer levels as well as the various tasks done throughout the city. The hydrants were flushed, and Senior Banners are up. The bid from Maciej Construction for replacing existing forced sewer main during construction of 4th Ave W and Hwy 238 was reviewed.
Gunderson moved to approve Kurt Olson and Maciej Construction LLC Bid as presented, 2nd by Vieth. Motion carried unanimously.
City Office Report: Popp reviewed the May Calendar.
Heritage Days: The next meeting is May 14, 2025, at 7:00pm. Everything is set up for Heritage Days which is August 9, 2025. The committee would like to find another food vendor.
Planning Commission: Planning & Zoning commission is working with Sourcewell on revising and updating Upsala City ordinances. A public hearing for ordinance approval will be May 21, 2025, at 5:30pm at City Hall. Someone is looking to lease the community center for a floral shop and local items to sell.
Unfinished Business: 2024 Schlenner Wenner & Co Audit Vieth moved to approve the 2024 Audit from Schlenner Wenner & Co., 2nd by Olson. Motion carried unanimously.
Bollig Engineering Agreement & Task Order & to terminate engineering services from Moore Engineering Vieth moved to approve the Bollig Engineering Agreement and Task Order and to terminate engineering services from Moore Engineering, 2nd by Gunderson. Motion carried unanimously.
New Business: League of Minnesota Cities Annual Conference – June 25-27 Gunderson moved to approve that any elected official interested in attending the conference could attend, 2nd by Vieth. Motion carried unanimously.
A big appreciation to the Upsala Firefighters during National Fire Protection Week.
Financials: Vieth moved to approve the bills as presented, 2nd by Gunderson. Motion carried unanimously.
Updates/FYI: May 19 Silent Auction and Soup Meal 5:30-7:00 at the Community Center. Next Regular City Council Meeting will be June 2 at 7:00 pm. June 7, 2025, City Wide Clean-Up Day from 8:00am – 11:00am
Adjourn: Gunderson moved to adjourn at 7:53pm, 2nd by Olson. Motion carried unanimously.
