Call to Order/Attendance: The City Council meeting was called to order at Upsala City Hall by Mayor Rollie Johnson at 7:00 P.M. The pledge of allegiance was said.
On roll call members present: Mayor Rollie Johnson, Council Members Lana Bartells, Alan Gunderson, Mitch Lange, and Wendy Rene. Staff present: Public Works Director Mike Tschida, and City Clerk-Treasurer Jane Popp.
Minutes: Lange moved to approve the regular city council meeting minutes from October 2, 2023, 2nd by Bartells. Motion carried unanimously.
Added agenda items: Rene moved to approve the agenda as presented, 2nd by Lange. Motion carried unanimously.
Presentations, Citizen Appeals/requests: There was an individual showing interest in buying Cynthia’s Kitchen & Cocktails.
Department Reports: Fire Department Report: Chief Nick Johnson was absent.
First Response Team: First Response Team Vice President Danielle Haus reported six calls for October. The open house was a great success. First Response had HIPPA Training with an outside source.
Maintenance Report: Tschida reported on water and sewer levels as well as the various tasks done throughout the city. Park bathrooms are winterized.
City Office Report: Popp reviewed the November Calendar. The trick or treating at local businesses was a great success.
Planning Commission: Larry Bartells reported on the Planning Commission’s meeting and approved two permits.
New Business: ODUB Assessments to the County Popp presented the current list of overdue utility bills. Bartells moved to approve assessing any delinquent city utility bills to the property taxes as of November 30, 2023, via Morrison County, 2nd by Rene. Motion carried unanimously.
Acknowledgements: Upsala Heritage Days donated $5,000 towards the city park restrooms. Your generosity is greatly appreciated.

Financials: Rene moved to approve the bills as presented, 2nd by Bartells. Motion carried unanimously.
