Unofficial Minutes.

Call to Order/Attendance: The City Council meeting was called to order at Upsala City Hall by Mayor Rollie Johnson at 7:00 p.m., and the pledge of allegiance was recited.

On roll call members present: Mayor Rollie Johnson, Brian Lange, Lana Bartells, and Dennis Westrich. Absent:  Joan Olson. People present: Morrison County Record reporter Sheila McCoy, First Responder Vice President Garrett Doucette, Public Works Superintendent Frank Koopmeiners, and City Clerk/Treasurer Michelle Stevens.

Minutes: Lange moved to approve the minutes from the September 5, 2017 regular City Council Meeting, 2nd by Bartells. Motion carried unanimously.

Lange moved to approve minutes from the September 11, 2017 Special City Council Meeting, 2nd by Westrich. Motion carried unanimously.

Lange moved to approve minutes from the September 25, 2017 Special City Council Meeting, 2nd by Bartells. Motion carried unanimously.

Added agenda items: Lange moved to approve the agenda, 2nd by Bartells. Motion carried unanimously.

Presentation, Citizen Appeals:

Department Reports:

Maintenance Report: Koopmeiners reported on water and sewer levels.

Koopmeiners started the discharge process. He is hoping to finish the last 8 lines of jetting pending how much more rain we get; the ground is quite soft.

The hydrants will be flushed on Thursday, October 19 at 1:00 p.m.

Koopmeiners explained the City maintenance truck needs new tires and review the tire quotes. Lange directed Koopmeiners to purchase the Hankook tires from Upsala Motors.

Fire Department Report: The Fire Department officers will review the applications for the new firefighters in the next two weeks.

First Responders: First Responder Vice President Garrett Doucette reported that most of the focus has been around training especially the mock crash in Buckman.

Two members attended a mental health training.

Four members went to training at the Life Link base at the Brainerd Airport.

City Office Report: Stevens reviewed the October Calendar and upcoming events.

Stevens requested time off over the March Council Meeting.

Planning Commission: No meeting held.

UCDC: The Committee met and started going over the numbers from Heritage Days.

Recreation Board: No Meeting held.

Unfinished Business:

Maintenance Building: The Building Committee met with St. Rosa Lumber to discuss the bid.  They agreed that they should be fairly close to the original budget. The Committee stated they are pleased to work with St. Rosa Lumber.

Tower Road Payment: Bartells moved to approve partial payments 1 & 2 payable to Morrison County Public Works $44,132.44 for Tower Road, 2nd by Lange. Motion carried unanimously.

New Business:

Fee Schedule: Lange moved to adopt resolution 10-2-17-1 approving the Fee Schedule as presented effective September 15, 2017, 2nd by Westrich. Motion carried unanimously.

AWAIR Policy: Lange moved to approve the AWAIR (A Workplace Accident & Injury Reduction Program) Policy as presented, 2nd by Bartells. Motion carried unanimously.

Final Budget & Levy: Lange moved to approve the 2018 Upsala City Budget, 2nd by Lange. Motion carried unanimously.

Lange moved to approve Resolution 10-2-17-2 a resolution to approve the final 2018 levy at $202,113.00, 2nd by Bartells. Motion carried unanimously.

Region 5 Summit: The NJPA (Nation Joint Powers Alliance) Region 5 Summit is October 25, from 8 a.m.-2 p.m. at the NJPA office in Staples. If we attend, we will receive a $500.00 rebate purchasing credit. Mayor Johnson plans to attend.

Added Agenda Items

Thank you and Acknowledgements: Thank you to Bill Krivanek for maintaining the Community Center as interim manager for the last three months. Due to his efforts the Bill kept things running smoothly.

Financial: Lange moved to approve the bills as presented, 2nd by Westrich. Motion carried unanimously.

Adjourn: Lange moved to adjourn at 8:05 p.m., 2nd by Westrich. Motion carried unanimously.
